That is the whole point of the Carfax report. Records are tracked by VIN#. If a given VIN# has a salvage record or an odometer reading record then that info follows the VIN#. This has nothing to do with the title. The title is a piece of paper and as has been pointed out it is susceptible to hanky panky by various methods. For Vanagons I have found the VIN# in as many as 5 locations on the same vehicle. They should all match each other and the paperwork (title).
