In a nutshell, POR15 recommends first cleaning the area thoroughly with a non-solvant-based cleaner. They then recommend using a "pre-primer" or etcher containing zink phosphate to maximize the POR15's effectiveness. They sell a products (MarineClean and MetalReady, respectively) that do these jobs. But as I understand it those products are not particularly unique, and something suitable can be found at a good auto parts or auto body supply store. Therefore, I have not bothered to carry them (at least not yet) - just the POR15 itself.
