No, I'm sorry -- Take a look at 97.111, track 85. The headlights are driven directly by the X-contact on the ign switch (jumps to track 9) -- the same wire goes off the headlight switch and powers the 86-terminal of the load reduction relay. The output of that relay goes on the internal X-circuit in the fuse/relay panel and powers the other devices -- heater blower, rear defrost, front and rear wipers, air-conditioning control, cruise control on automatic transmission vehicles, power mirrors etc.

So the fact that the headlights also are failing says it's not a relay problem but an ign. switch problem or bad wire. The headlights work when you pull the flasher switch because the switch gets power from the 30-circuit, direct from the battery. A bad flasher switch would stop the headlights but not the heater blower...
