No, it is not. You are not supposed to take the cap off to fill with gas and hear a big WOOMP of air going in and the metal of the tank popping back to size. Or park your van in the driveway and about 5 minutes later hear the tank expand back to shape.

Something is amiss, and i know it must be with the emissions control stuff but can't figure where to start......
