I've always heard that only checks related to you applying to get credit count against you. The reason is they have to assume they'll all go through, and someone who has too much credit available is a poor risk. (My parents had to cancel some of their credit cards to get a good loan rate, once, even though none of them had much of a balance due.)

If you pull a report, you'll find an amazing number of people have requested your report -- car dealerships, credit card companies trying to decide whether to send you 'pre-approved' mailings, insurance companes, etc. These don't count against you.
