I am afraid you and I will just have to agree to disagree on this one. If the law did not allow the credit checks without written permission, you would simple have to go to the office and sign a permission form before you could get a quote. The law has always allowed that. In most cases, an insurance is an exact amount, not an estimate. If they quote you an amount, they will write the policy for that amount. Since your credit rating is a better predictor of future claims than how many tickets you have, they really can't quote you without it. Sure, they could just ignore it, but that would mean people who pay their bills on time would have to subsidize those who don't by paying more than they should.
