My tool of choice for this procedure is a piece of full round dowel from a lumber supply house that doesn't need to be any longer than about 6" You might find a scap piece on the floor for free. Diameter needs to be at least 3/4" and can be bigger. I create a dimple in one end of the rod to rest on the ball socket(empty on most vanagons of that vintage and even if there is cruise control linkage on it, a slightly deeper dimple will do the trick). The other end of the dowel is cut at a slight angle after measuring the distance between the ball socket and the front lip of the the engine lid cover. You'll have to play with this a little. I then cut some shallow slits up the angled face of the cut end with a hack saw to give the throttle prop a little room for adjustment. Has worked well and only a couple times has it vibrated out.
