Looks kike a very good quality pewter burnishing tool to me. Used to shape and for pewter as it turns in a chuck on a lathe. When pressure is applied with a tool the pewter flows like butter under the pressure and heat at point of contact, then instantly cools to hold its new shape. This thing looks just like one of those tools.
