It can and does happen. Happened to a friend of my dad's. He had cruise control on, and hit a deep water puddle in the freeway. As the water slowed the car, the cruise control fed in more throttle, setting him up for a nasty spin-out.

Cruise control should only be used on dry, flat roads, in good weather, when there's little or no traffic.
