I don't know about positive or negative pressure; but when I had the smell of gas from a topped off tank, it was due to a worn rubber grommet around where the filler tube goes into the tank. Of course I didn't realize this until I had replaced the tank.

When running does the Vanagon have positive pressure in the gas tank ? I ran out of gas this morning but I should have gotten at least another 30 miles out of her. So I am wondering with the recent rain here in AZ that maybe water has been sucked up into the overflow tank lines that are old and leak slightly (when I top off the tank I can smell gas for at least 10-20 miles).
