This is a spoiler that goes below the rear Carat style bumper.  Have fun
trying to get any parts from Winkler.  My last order from them has been
delayed for almost a year!  I am done fooling with those guys.

Is it a rear Carat bumper replacement or an extension for the rear Carat
bumper (attaching to the bottom of the Carat fiberglass bumper)?
