Yes, the water system usually will heat faster than the oil. Theis is due to it absorbing heat from the heads. Particularly at low speeds and loads. I have removed the stock oil cooler on my Syncro and installed an external plate cooler 196,000 miles ago. In cold weather, the oil can lag by 10-15 minutes after the water is up to temp.

I don't think this is a bad idea... but how do they mean that warm up times would be quicker??? How??? does the coolant system warm up quicker than the oil???
