Yeah, it's only good back to '82, I think. Even then the usefulness is limited because a lot of states didn't start keeping good records until a bit later.

The value of a vehicle history is less with a really old car, anyway. Rolling back the odometer on such a vehicle isn't worth the trouble, especially since most of them will have had some kind of odometer problem along the way anyhow. :)
