A salvage title means the car was written off as totalled by its insurance company, at some point. I think the idea is to protect people from unknowingly buying vehicles that have been in serious accidents and then repaired. In some states a car with a salvage title also needs inspection before it can be registered for road use again.

This is a different issue from whether the car is actually registered or not. You can let registration lapse on a car with a clean title if you want to. It doesn't create any problems in registering it later, in most states.
