I had this problem. My solution came without removing the horn button. The horn wire exits the steering column under the dash. Remove the plastic trim under the column. At the base of the column you'll see the horn wire connection ( white I think) coming out of the column. The spade connection on this wire was shorting on my '82. Otherwise previous suggestions for removal of horn button are right on the money. Bill M 82 GL

Yup, you are grounding out in the steering column. When you press the horn, you are supplying ground to the horn (juice is supplied whenever the key is on). That ground wire runs up the steering column and connects on the underside of the horn plate/button on the steering wheel. Pull the horn plate/button and look at the wire plugged into it. Check if there are any bare spots where it comes out of the column.
