Be certain it is not extra keys on your keyring. It is possible to get a metal key in there far enough to short out the horn contacts.

My guess is that the wire that goes down the steering column has a bare spot in the insulation that shorts out sometimes. Might be something wrong in the horn switch itself, but I doubt it. It's probably time to pull a new wire.
