Maybe vanagon wipers are different than most, but generally the parking function is controlled by circuitry at the motor itself. There is a wire supplying +12 to the motor whenever the ignition is on. A switch within the motor assembly applies this power to the motor when it is not in the parked position so that the motor will continue to run until it reaches park. This is the conventional approach. It's hard to verify anything from the incomprehensible Bentley diagrams.
