No, the fast blink is due to LESS current draw. I just did a blinker
timing test on a 82 and a 87 Vanagon.
Both blinked 20 times in 13-14 seconds with left turn signal on and
engine not running. When I removed the left rear bulb from each they
both sped up to 20 blinks in 6-7 seconds, or twice as fast as with both
bulbs working.
Interestingly, timing the 4 way flashers did not produce much difference
in the blink rate over just the 2 bulb turn signal time. The same
flasher relay is used for everything and it only has one circuit that is
shared for all functions.
So, I would swap bulbs from left to right up front and see if the speeds
follow the bulbs. If not, swap the rears also. If this does not produce
a change, a volt meter will be needed.
