Ok, start here. Remove front left side lens and look very closely right at the bulb filaments. Make sure that only one filament is lighting when the left signal is flashing and the parking lights are off. It is a 2 filament bulb with the other filament for the parking light. If both are lighting even slightly during turn signal operation there is a ground problem for that fixture.

Next question, does the behavior change when the parking lights are on? Looking at all 4 corners at night do any of the other lights dim or blink when they should not?
