As you say, the pull out 110 volt electrical cord is behind that low door.
The cord is stowed in the small cupboard to the left of the fridge.

I think it was just a vehicle code issue. It is/was allowed in Canada, so
they did it.  I always removed the cord, it's this big thick thing which
takes up all of space in the bottom cupboard.
How many people actually connect their westfalia to shore power?
The position of that little black door is how I can quickly see if that
westfalia on the street is a US or Canadian van.

Another difference with Canadian vanagons is the availability of a heated
drivers seat.
I've seen a couple vans recently so equipped, it was a factory option for
the drivers seat only. The temp. control is just behind the steering wheel
on that plastic housing which covers the steering column.
