A more common reason why this can happen is that those dual filament bulbs come 2 ways. One has the brighter filament connected to a bulb contact where the other version instead has the dimmer filament on that same contact. That is why I asked you to make sure that you had new identical bulbs and also why I said that comparing the brightness with the 4 ways flashing could tell you which bulb was the problem. Of course you could also likely have seen that one front parking light was brighter than the other indicating a mismatch of bulb part numbers.
