Not clear what you're trying to do, put an '83 1.6D in an '84 gas van?

The solenoid is on the injection pump, 12v opens the fuel supply.

You might prime the injection pump. A dry pump has no suction, so pour the
fuel down the intake tube to get it going. Meanwhile, slightly open the 17mm
nuts on the injectors to relieve air until fuel squirts out.

If you are using an engine from a Rabbit the pump's lever needs to be bent
down to clear the engine cover.

Sounds like you are putting the diesel in a gas van. Why? Are you going to
run biodiesel?
