Kennedy Engineering has done all the ugly work and gotten CARB EO # D-428-1 for the swap. If you use a subaru EJ22 with the OBD1 electronics and use the Kennedy kit which includes the exhaust system and catalytic converter then you get to smog it like normal without all the referee station hassle. (-: You need ALL the original subaru FI system from the airflow meter (hot wire) to the 02 sensor.
