Stan, How does one set the AFM as lean as possible? Change the oil and run the van for about 30 minutes at highway speeds to reach full temperature. Be sure you don't have any fuel or oil additives in the tank or engine. In Texas they put my van on a dyno and the rear wheels were a good 17/18 inches higher than the front. I passed inspection but by a hair ........... the #1 and #3 cylinders were running in engine oil. Next time I go I'm going to be sure that I'm at least a quart low so I can avoid this. If everything is up to snuff, good plugs, proper timing, lean AFM you should pass. My Catalytic Converter is empty and I squeaked by. My EGR canister, pipes and valve on the air distribution box had been removed. Stan Wilder
