We had the opposite problem with our relayed H4s, brights worked, low beams didn't. It was the dimmer switch. Sounds like this is likely your problem too.

The dimmer switch is actually part of the wiper arm assembly, so that's what we replaced, and everything was fine. We had to take the steering wheel off to get to the switch.

Part Number is 251 953 519C.

On my way home this morning my brights shut off. The low-beams work fine. Thought I heard a small tick or pop just before they went out. Does that sound like the relay? Maybe the fuse? Haven't checked anything yet but will later today. Too pooped to pop right now.
