You are sure it isnt the ignition system? Did you hook up a fuel pressure gauge during the testing, this would verify fuel is present and that the relay, pump, and regulator are ok. We know we have spark and fuel?

If you are convinced that it is indeed the signal to the injectors (lack of), and you have swapped-out all the components as previously mentioned; then the only things I can think of that effect the injector signal is to ensure the head temp sensor is ok via ohm meter and its wiring is ok, make sure the coil and the signal wire is ok, check again all wiring, all connectors, and all grounds. Check wiring at starter.

Maybe a failed electrical component like thermo-time or aux heater is sucking the life out of the system. Maybe disconnect those and use some starter fluid to start. Or some other un-related electrical problem.
