The impact depends on what standards they will try to hold it to. I had a '64 Type III back in '79 that had to pass the old California emissions inspection (back when the state actually did the inspection and ran the car on a dyno) It passed easily after rebuilding the carbs. If the test requirements are realistic, they will basically be requiring you to maintain the car properly.

Of cource, they could set requirements that would outlaw old cars. (Didn't they try to do that once?) Can you still get an exemption if you convert the car to propane?
