If you are right here, CASH in hand with a grand, before anyone else says
I'll give you 1,750 bucks for it... then it should be yours.

But... even I, who has only sold a couple of cars using classifieds, have
been stood up by people "coming down with the money".

Nope, never again.

If the guy has an offer for 1750, first person to get him the CASH should
walk away with it. If you don't believe him, don't buy it.

I do agree he should have said "or best offer".

You expect too much to make him walk away from 750 bcks.

Wire him 2 grand and I'm sure it's yours.
