A quick Google search found many sites that mention it is OK to pour this down the drain as long as you aren't connected to a septic tank. A sample link is:

This site also makes it clear that it isn't a problem on the ground as it quickly biodegrades in the environment. Yes, keep it away from animals, but don't be so quick to criticize a valid solution without a tiny bit of research. This site mentions that many municipal garages dispose of it by sending it down the drain to their own water treatment facility. It also says not to put it into a storm drain, as these don't normally connect to the treatment facility.
