This part is available and should be replaceable. I have never replaced it so I cannot describe the replacement procedure. It should be available through a VW dealer. The VW part number for the stabilizer link bushing is 251-411-045. Bus Depot (www.busdepot.com) has it listed on their site for $2.95 USD. I would imagine you'll need to use a lube to get the new bushing on.
