Marco, on my '84 westy the blower fan and windshield wiper are in the same fuse circuit which means if they both go together it's gotta be the fuse. Go back and double check those fuses. I think it's #10, one of those red 16amp ones that you should be able to pick-up at any auto parts store (they look like little red pills with a copper wire running down the middle)
