Because Bill is referring to using new CV joints (and installing them on your own axle shaft) versus buying a rebuilt axle shaft with the CV joints already installed. However, my new CV axles are a third option, as they are already fully assembled like the rebuilt ones. So they install a quickly as the rebuilt shafts, but with all new parts.
