After that you might want to pull out the governor and check that its mechanical parts move OK and that it isn't plugged by dirt or lint.

If there is no improvement, I'd probably drop the pan and pull out the valve body. Clean and degunk all the valves and springs, but don't get them mixed up! ;-)
