Texas has the same law about all the emissions apparatus being on the vehicle as the manufacturer shipped. With some very neatly done block off plates and inspection technicians that look for the engine in the front it's not too hard to slip past them. My Westy has been passing with an empty converter for many years. I can't specifically state what the emissions levels are required to meet but I'm always getting close to NOX maximums last three years, but still passing.
