FWIW,

On my 1980 Westy, the air-flow meter controls the pump via a relay. If I manually move the air-flow meter, the pump kicks on. It may also pump via a relay while the starter is engaged, but I do not know for sure. Of course mine may also be wired incorrectly as the the current pump relay is from a Ford starter motor (from PO, not me). ...JMM
