I was just in that part of the dash. Pried off the plastic plate to replace
the heater fan switch. Noticed the plate could not be taken off as the knobs
on the sliding heater/fresh-air/directional levers, are part of the sliders
and do not pull off. Is the access thru the ash tray? Or pull off the
plastic panel below the dash, in fron of the shifter?

Right cable, wrong end.  The adjustment is done at the other end of the
cable
where it is clamped to the heater control panel.
