Sure, retrofitting an old vehicle to be electric or hybrid doesn't make sense. It isn't like swapping in a Tiico or something. The whole vehicle has to be designed to work. However, if designed from the ground up, a hybrid is very practical. The little Honda that gets over 70 MPG and costs just over $20K is a perfect example. Simple, basic transportation for one or two people. Vehicles designed to be hybrids don't need much battery capacity because they don't try to run long distances on the batteries alone.
