Did some calling around to find out more about charcoal (vapor) canister potentially clogging. This is what I found out: 1) It's normal to have a slight vacuum in the fuel tank. Most vanagon fuel tanks don't have a vacuum, because the seals are leaking. 2) The charcoal canister almost never gets clogged. The only time you need to replace it is if fuel ran out of it. (if the canister is clogged with fuel). 3) The canister only catches vapors when you're topping off your fuel tank. Otherwise it doesn't do much. 4) If you have problems with your vanagon, it's probably not the charcoal canister.
