There is a ground wire for the ECU/O2 Sensor that is on the left side head under the intakes (2 wd drive Vanagon) or attached to one oil breather tower bolt (Syncro Vanagon). It is for either terminal 13 or 19 on the ECU connection - off hand I don't remember which.

I had the same problem you describe on a 91 Vanagon.

When the ground connection mentioned above was cleaned, the problem was gone. A 5 minute fix for an annoying problem.
