Almost certainly something that someone added. I just put them on myself, last week. You can buy a kit from Thule or Yakima, about $45 for 2 brackets. Personally, I just found some scrap metal laying around the yard (a big yard, with lots of scrap metal) and used that. I like to use round-head bolts (cap bolts? the kind you can't get a wrench on, has a square section underneath the cap to keep it from turning), that way its pretty much theft-proof. The yakima/thule kits also have a piece of rubber to go under the bracket, presumably to keep rain out. This I made out of a cut-up inner tube. And, there's a backing plate on the inside. I put them down low on the poptop, where the fiberglass is a little thicker.
