On my '87 Camper with A/C, the resistor gives you the 1st (low) and 2nd (med) speed by inserting parts of the resistor in series with the fan motor. The 3rd (high) speed happens when full battery voltage is applied to the fan motor, bypassing the resistor entirely. The fan itself has no internal speed control, only a positive and negative battery connection.

Jumpering the radiator thermoswitch connector wiring will test 1st and 2nd speed circuits (including the resistor), but not the high speed circuit.
