You have more than one problem going on.
That little board in the speedo is for the dynamic dual oil pressure
system that all 2.1 engine Vanagons have. Without the board installed
and hooked up to the foil, you will not have proper oil warning light
and buzzer operation. You must have bought an 84/85 foil built for 1.9
engines. The oil light will work but only based on the low rpm oil
pressure switch. I could live with that but some would object.
The tach face cutout fits a smaller temp gauge so you must be using the
one that came with the tach. This version is failure prone and the
common failure is that the led will blink all the time due to a bad
electronic part inside the gauge. You will need to replace the bad temp
gauge.
The other indicators should work and maybe reseating the 14 pin
connector will help. If not, look very closely at the foil surface where
the 14 pin connector plugs on. It is common for some of the 14 little
copper contacts to peel off and not work. You may have to trash the foil
and try another one if this area has damage.
