The ply rating "might not" have any direct relationship to the actual number of plys used in the construction of the sidewall. Current six or eight ply rated sidewalls (C or D) might use 2-3 plys of actual material in the sidewall. The P-metric system doesn't use a "ply-rating" at all, so that info "might not" be available from dealers and distributors, only from the manufacturer.
