OPD devices are not required nor manufactured for horizontal tanks. Permanently mounted tanks like the Westy uses are certified by a different governmental organization than barbeque tanks. ASTM vs. DOT? Don't remember...

Do a Google for "OPD" and you'll easily find the law. Look for the NFPA link.
