This doesn't surprise me. The 2.0 liter engine's ECUs sold in the US are designed for running Golfs, Cabrios and the like. I.E. lighter vehicles with vastly different needs than our Vanagons. I'd expect the ECU ROM (i.e. software program) in the Tiico (aka South African Vanagon) to be tuned more for high torque and less horse power. VW (of America) did this when they put the VR6 engine in to the Eurovan. Yes, it was a VR6, but instead of it being rated at 172hp it was rated at 150hp in the Eurovan.
