I've tested them on L-Jetronic systems by connecting an analog (it has to be analog) ohmmeter across the wiper connections, and then very slowly moving the flap. You're looking for a dead spot where the needle suddenly jumps towards infinity. But that doesn't sound like your problem; if you're running rich at all speeds, then it's either misadjusted or it's not the AFM.
