Sure. On the bottom side of the fuse panel is a screw holding it down. Remove the screw (the will allow the fuse panel to move.) You should now be able to wriggle things a bit and get the cover to go up.

The cover is probably catching on the relays at the top.

Had this happen just the other day on my 91.
