If you're running rich all the time, it is very possible that you have a
disconnected O2 sensor, or there is a break in the O2 sensor line, or you
have a bad O2 sensor.

One way to test is to disconnect the O2 sensor, and see if it makes a
difference.

If it doesn't - good chance it's in that circuit.
