The best way to find out is to pull the panel and check, but this sounds
like the motors are frozen. My drivers side did this and the passenger side
was REAL slow. Pulled the motor and found is was rusted up inside. Clean and
lube only worked for a few thousand miles before it died again.

My solution was to yank the power windows and replace with manual ones
(which I like better). The power window regulators will go on to help other
people.
