It is possible to flood an injected engine in a Air Cooled or Water Cooled Vanagon. The cold start valve sprays fuel into the air plenum and it can flood the engine since it is actuated for the full starter cycle. Anytime your engine is hard to start it is likely to get flooded. I'd start on simple things like point adjustment, clean or replace the plugs, check all engine bay electrical connections. Examine the rotor cap and rotor for corrosion. The afm controls the fuel pump at start up time and then switches over to the double relay for control. This could also be the problem. I've always found hard starting to be a combination of small things that just reached a coordinated weak point and caused the problem.
